Guidelines for Supervisors and Employees Regarding Swine-Origin Influenza A (H1N1) Prevention

     In response to current information regarding the development of swine-origin influenza A (H1N1) infections, the WVU Division of Human Resources, in conjunction with WVU Occupational Medicine, has developed the following guidelines for employees and supervisors. Supervisors are encouraged to discuss these guidelines with their employees. Supervisors and employees should also note that these guidelines are subject to change as more information becomes available regarding the swine-origin influenza A (H1N1) virus. West Virginia University Child Learning Center
Opening August 2009

     The new West Virginia University Child Learning Center, managed by Hildebrandt Learning Centers, LLC (HLC), is scheduled to open August 2009. It will be located on the campus of West Virginia University, adjacent to Krepps Park. The WVU Child Learning Center will follow the Reggio Emilia approach where curriculum is developed from the emerging interests of children as they interact with their environment.
     The Center will accommodate children of WVU faculty, staff and students from infant to school age. Enrollment contract options will include full time, part week and part day attendance (subject to availability). Drop in care is not offered. Breakfast, lunch, and afternoon snack will be provided and is included in the tuition.

WVU Expert Business Office Academy Winter Retreat

The EBO Academy Winter Retreat is a two-day residential academy for Expert Business Office (EBO) professionals from West Virginia University. Attendees of the academy will acquire new knowledge that will help them in executing day to day responsibilities and give them the opportunity to network with other EBO professionals throughout the university. The Academy will be held at the Stonewall Resort on February 19 and 20, 2009. Click here for more information.

Procedural rule issued for payment of unused sick leave for eligible employees

On Oct. 28, the Office of the Secretary in the West Virginia Department of Administration distributed procedures for eligible state employees to surrender a portion of their unused sick leave for a taxable cash benefit.

Some important requirements of the new program include:

• To be eligible, the employee must be entitled, upon retirement, to credit his/her accrued sick leave for extended insurance coverage; in most cases, only employees hired prior to 2001 are eligible for this benefit
• The employee must have at least 65 days (487.5 hours) unused sick leave
• Payment is at a rate of 25 percent of the usual daily rate of pay (as a general rule, the daily rate of pay is calculated by dividing the employee's annual base salary by the actual days worked in the calender year of the payment as determined by the West Virginia Department of Administration)
• The employee must leave a balance of 50 days (375 hours) in his/her sick leave bank at the time of pay out
• The employee will not be permitted to reacquire any sick days they have surrendered
• If the employee leaves employment with the state within 5 years from receipt of the funds, he/she must reimburse the State Employee Sick Leave Fund the amount of the funds plus 12 percent interest per year (death and retirement are not considered a separation of employment for purposes of this program)

Employees are encouraged to read all the materials associated with this program. Materials explaining the procedures, application for payment of unused sick leave and reimbursement agreement, and a copy of the law authorizing this program are linked to this announcement at http://www.hr.wvu.edu/benefits/buyout.cfm.

For those employees who do not have access to E-News or the WVU Intranet, the WVU Division of Human Resources will provide copies of these materials to the satellite human resources offices and the college or administrative unit business offices.

The effective date of the procedural rule was Nov. 3, 2008 and deadline for submission of applications is noon June 12, 2009 to the WVU Benefits unit. On approval of application, compensation from the state will be made by the end of July 2009. Applications received after June. 12, 2009 if approved, will likely have to wait until December 2009 for payment.

Raise calculator, FAQ list available on HR Web site, through EBOs

The West Virginia University Board of Governors (BOG) made history this year by approving the largest pay raise for faculty and staff in recent University years - committing $26.4 million to support the salary improvement program. The increases apply to employees of the main campus (including Potomac State College and HSC's Charleston and Eastern medical divisions). Raises are effective Oct. 1, with increases appearing in Oct. 16 or 31 paychecks, depending on the employee's hiring date. In order to provide more information to employees about the raises and raise process, the Division of Human Resources has provided a classified employee raise calculator, the salary guidelines for all employee groups, the salary schedules and entry salary rates for October 1, and a list of frequently asked questions, which you can access by the links in the box to the right, under "2008 Raise Information."

Human Resources issues guidelines for flexible work arrangements

Division of Human Resources officials remind supervisors and employees that flexible work schedules have been permitted since 1980, with policies in place at the institutional and policy commission levels. Increased interest, especially in light of rising gasoline and transportation costs, has prompted many supervisors as well as employees to seek information on these flexible work arrangements. Therefore, the guidelines, flexible work agreement request form, and some "frequently asked questions" are now posted to the Employee Relations web site at: http://www.hr.wvu.edu/emprelations/employeerelations.cfm.

Human Resources recognizes that not all colleges, departments or work units may be able to accommodate employee requests based on operational needs, but does encourage flexibility to the extent possible when considering work-life arrangements.

Graystone Advertising Partnership Announced

West Virginia University's Division of Human Resources has initiated a strategic partnership with Graystone Group Advertising that allows departments and units to place faculty, non-classified, FEAP and classified staff positions in any publication - print or online; nationally and internationally - by contacting one source. Graystone will then send departments a consolidated invoice which can be paid with a P-Card. This service is available to all West Virginia University hiring units at all locations across the State.

Your Rights as an Employee

Federal and West Virginia state laws require employers to post notices to employees informing them of their rights and certain mandated benefits. These notices are posted at various locations around campus. In an effort to further communicate this information, we now have links to these employee notices from the Human Resources web site at www.hr.wvu.edu/hrpostings.cfm. Many of our Human Resources policies and procedures reflect the requirements outlined in these notices.

These notices explain employee rights about topics such as equal employment opportunity (EEO), occupational safety and health, the Family medical Leave Act (FMLA), unemployment compensation, workers' compensation, the human rights act, and the rights of employees who are in the armed services among others.

Most of the links to these postings include detailed information about the specified law or regulation as well as information about the agency that oversees the specific area. For example, the West Virginia Bureau of Employment Programs Notice To Employees - Unemployment Benefits posting contains information about both full and partial unemployment benefits, eligibility requirements, the locations of unemployment claims offices, documents that you would need to bring to the claims office to file a claim, and a schedule of the amount of unemployment you would be eligible for based on your current annual salary.

Job bulletin changes

Human Resources is pleased to announce that jobs will be posted on-line to its website http://www.hr.wvu.edu/jobs on a daily basis. Previously, the on-line jobs bulletin was updated once a week.

Employment will continue to produce a hard copy jobs bulletin on Thursday of each week and all jobs will appear on at least two hard copy bulletins prior to closing.



New Emergency Call-In Policy Effective May 1, 2009
At their April meeting the WVU Board of Governors approved the Emergency Call-In Policy. This policy provides an employee a guarantee of at least two and one-half hours of compensation for the inconvenience of being called in to work outside of his/her regular work schedule to respond to an emergency or crisis work situation. It applies to all regular employees who are non-exempt (i.e., subject to overtime for hours worked over 40 in a work week under the Fair Labor Standards Act).
