PURPOSE:
To outline policy for years of service determination in calculating employee longevity.
AUTHORITY:
WV Code 18B-9-2(j), 18B-9-3, and 18B-9-5(b); West Virginia Board of Trustees
Series 62, Sections 2.16 and 4.5.
ELIGIBILITY:
Full and part-time regular classified and non-classified employees are covered under
this policy.
DEFINITION:
Eligible employees earn years of service experience for longevity purposes based on the
total years of service with state agencies and/or state spending units.
ELIGIBILITY FOR PAYMENT:
Classified and Non-classified employees with three or more years of service and in a
regular position appointment will receive an annual salary supplement equal to fifty
dollars times the employee's years of service, not to exceed twenty years of service.
Faculty members are not eligible to receive the longevity annual incremental payout.
Years of service as a faculty member is credited as years of experience for longevity pay
purposes for employees in classified or non-classified positions.
An employee who changes classification status during the fiscal year will receive an
annual salary supplement based upon his/her classification at the beginning of the new
fiscal year.
APPLICATION:
Years of service are calculated within a fiscal year. The fiscal year begins on July 1,
and ends on the following June 30. A full year for the purpose of longevity calculation is
37.50 hours per week for 12 months or 1950 hours.
Employees are entitled to longevity payments only for full years of service earned.
Time off payroll does not count toward years of service.
For calculation of years of service for longevity purposes if any time is worked during
the month the employee will get credit for the month, pro-rated according to full time
equivalency (FTE).
Time worked in a temporary position will be included in the calculation of total years
of service for longevity purposes, pro-rated as appropriate.
CALCULATION FORMULA:
Years of service calculation for the longevity annual increments as follows:
Total months of service within a fiscal year* X (multiplied by) FTE =
"X" 12
* Actual number of months or portion of month worked within a fiscal year
All fiscal year calculations should be added together to obtain the total years of
service for the longevity annual increment. This figure should not exceed the total number
of fiscal years the individual was employed.
