SENIORITY FOR SELECTION OF CLASSIFIED EMPLOYEES POLICY
PURPOSE
To outline the means by which West Virginia University will consider seniority for selection purposes in accordance with WV Code 18B-7-1, WV Board of Trustees Series 31 and the Fair Labor Standards Act.
SCOPE
Full and part-time regular non-exempt classified employees applying for non-exempt classified positions at WVU, including those on the regional campuses, are covered under this policy.
POLICY
WVU strives to hire the best-qualified person based upon position requirements and the qualifications of referred candidates. WVU supports advancement opportunities for its classified staff. Qualified employees will be selected before external candidates, unless otherwise dictated by the Affirmative Action Program or the Americans with Disabilities Act. If more than one qualified employee exists, the best-qualified employee will be offered the position. If such candidates are equally qualified, the most senior employee will be offered the position. For the purpose of this policy seniority is the amount of continuous regular employment at the University; it is pro-rated by FTE; and, time off payroll is not included. Subsequent offers for the position will be to qualified employees in descending order of seniority.

RESPONSIBILITY FOR IMPLEMENTATION
The hiring authority is responsible to select the most senior employee in such circumstances. The Employee Relations and Employment Units in the Department of Human Resources, at 293-5700 respectively, or P.O. Box 6640, are available to answer questions or provide additional information regarding this policy.
RESPONSIBILITY FOR INTERPRETATION
The responsibility for interpretation of this policy rests with the Director of Human Resources, West Virginia University.
